No, it has been officially approved by Funcom.

"Our official stance is simple. We approve of the development of this app as long as it does not track the real-time positioning of enemy players in PvP situations. Therefore, in its current form, our teams will not penalize players for using it and we will provide advance notice should anything change in the future."
