Doesn't seem to matter if toggling all or individually, npcs will not show.

seems like I need to increase the minimum distance for the NPCs

In other (more populated areas perhaps) it appears after they run from a player those coords get recorded as you'll see several straight line icons. Not sure if that helps🤷‍♂️
